Regulation plays an important role in why digital financial services (DFS) take off at lightning speed in some countries, but not others. Funders can support partner countries to create an enabling regulatory environment for digital financial services. Their interventions are informed by regulatory diagnostics which give an overview of the regulatory landscape and identify gaps and bottlenecks for the development of DFS.

But facilitating change requires a thorough understanding not only of the regulatory landscape, but also of who drives and who blocks change and why. How can regulatory diagnostics capture these intangible dynamics – like incentives and power relationships – and effectively inform funder support of regulatory change processes? This webinar features speakers from both the funder and industry side who work with regulators to advance digital financial services.

Throughout the hour, speakers will highlight:

  • Key challenges hindering the adoption of the basic regulatory enablers for digital financial services;
  • experience with politically-informed regulatory diagnostics and how they help them be more adaptive to evolving challenges; and
  • GSMA’s engagement with regulators in Africa.


Barbara Scola
Barbara Scola | CGAP

Barbara works with CGAP to improve transparency and the effectiveness of financial inclusion funding. Previously, Barbara was a technical adviser for a GIZ project aimed at strengthening the regulatory environment of the microfinance sector in Tunisia.

Patrick Meagher
Patrick Meagher | CGAP

Patrick works with CGAP on the regulatory dimensions of financial inclusion, particularly digital financial services. Patrick has worked in nearly all regions of the world. He has extensive experience in providing legal and policy advice related to microfinance, small enterprise credit, and governance in the corporate and public sector contexts.

Ahmed is a policy and digital ecosystem specialist at UNCDF. He previously served as director of the Financial Inclusion Policy and Ecosystem Practice at Bankable Frontier Associates and was a bank supervisor and policy adviser at the Financial Conduct Authority in the United Kingdom.

Brian Muthiora
Brian Muthiora | GSMA Mobile Money Programme

Brian  is a Nairobi-based regulatory specialist for the GSMA Mobile Money Programme. In this role, he provides tailored support to mobile operators in Sub-Saharan Africa and Middle East and North Africa regions, helping them find solutions to the regulatory barriers inhibiting the growth of their mobile money services. He also delivers GSMA’s key messages to regulatory audiences in the region..
